Hi Arnold, the Safer Garden Neem Oil Spray must be applied to all plant surfaces (including the bottom of the leaves) until the point of runoff, not on the soil.

Is this essentially pre-diluted Neem oil concentrate? If not, what are the other ingredients? Are there other pesticides or active chemicals in it?

Yes, the Safer® Garden Neem Oil Spray is a ready-to-use, pre-diluted neem oil product. The active ingredient is Clarified Hydrophobic Extract of Neem Oil (0.9%).
It does not contain additional pesticides listed as active ingredients. The remaining ingredients are considered inert/other ingredients, which help with mixing, stability, and application, but are not listed individually on the label.
